Evan and his wife Jeanne live in the Dunkirk area of Calvert County. They share their home with Christopher, an adult child and Lady, a blonde Cocker Spaniel. Evan and his family are known to entertain friends and family around the pool during the summer and in their "Club Room" during the rest of the year. Evan, Jeanne and Christopher are members of the Friendship United Methodist Church where they receive great encouragement and comfort from their faith and church community.

Evan began his career with the United States Air Force and then with the United States Department of Defense at Fort Meade. He retired in 2002. Evan received his Bachelor of Science degree from the University of Maryland and earned a Master's degree in Strategic Intelligence from the National Defense Intelligence College.

Evan and Jeanne consider it a privilege to live in Calvert County and enjoy being involved in many community activities and organizations. Evan is a member of the Dunkirk Area Concerned Citizens Association (DACCA), serving as a two-term President the last four years. DACCA's main mission is to preserve, protect and promote the quality of life of northern Calvert County. As DACCA's President, Evan fought for a proper balance between social, economic and conservation issues. Evan believes that a proper balance provides local businesses positive economic incentives, protects our natural landscape, and respects individual property rights.

Evan was also a member of Calvert County's Ethics Commission. As a member of the Commission, Evan and his colleagues serve as a watchdog on real and potential  ethical conflicts that face County employees and elected officials.

Evan is a current member of the American Legion in Chesapeake Beach and a volunteer and supporter of the Special Olympics of Calvert County.

Evan is a prolific student of history and is the official Regimental Historian for the Civil War 103rd Pennsylvania Infantry.
